Functions

  • Secretary to the County Executive Committee;
  • Responsible for arranging the business of the County Executive Committee;
  • County Executive Committee Affairs and Secretariat
  • Keeping minutes of the County Executive Committee;
  • Conveying the decisions of the County Executive Committee to appropriate persons or authorities;
  • Management of the assumption of the office of the Governor;
  • Chairperson Human Resources Management Advisory Committee;
  • Appointment of County Government Committees;
  • Appointment of Human Resources Management Advisory Committee (HRMAC) Members and Secretary;
  • Appointment of Performance Management Advisory Committee (PMAC) Members and Secretary;
  • Overall Leadership of the County Public Service;
  • Oversee the implementation of the County Public Service Human Resource Management Policy and Standards;
  • Oversee implementation of the County Public Service Training and Development Policy and Standards;
  • Implements the County Public Sector Reforms and Transformation Including Operational Standards and Process Engineering;
  • County Government Human Resource Information Systems and Services
  • Coordination of Human Resources Management Committee (HRMAC)
  • Issuance of authority to recruit and draft indents
  • County Internship and Volunteer Policy for Public Service
  • County Government Payroll Policy and Standards
  • County Public Service Human Resource Development
  • Inter-County Shared Services
  • County Organizational Design and Development
  • Labour relations
  • Public Service Career Planning and Development
  • Public Service Performance Management and Monitoring
  • Performance contracting
  • County Registry
  • Advocacy and Promotion of County Sector Interests to National Line Ministries
  • Liaison office between the county government and external entities
