Juliah Chepkutoh is a dynamic and influential leader, currently serving as the Bomet County Executive Committee Member (CECM) in charge of Water, Sanitation, Environment, Natural Resources and Climate Change.
With a distinguished background in education and community service, Ms. Chepkutoh brings a powerful blend of strategic leadership and grassroots mobilization to her governance roles. In her role, she focuses on water infrastructure and climate resilience activities which include overseeing the implementation of high-impact climate resilience activities, driving the development and expansion of water infrastructure across the county and championing environmental conservation through extensive spring protection projects, Soil and Water Conservation, Riparian Protection, Forestry and Agro forestry.
Ms. Chepkutoh’s initial role as the CECM for the Trade, Energy, Tourism and Industry, she was instrumental in foundational development, including developing the comprehensive County Tourism Policy and the County Energy Policy, overseeing the construction of modern market stalls and Juakali sheds and production of County Investment Handbook and initiating the ecologically important Chepalungu Forest restoration programme to establish it as a viable environmental tourism site.
Chepkutoh has also served as Bomet East KNUT Branch Executive Committee (2016-2019), Part-time Lecturer at Sotik District Centre for ECDE (2014-2019) and as a teacher from 1997 -2019 as well as serving other community roles as a board member of Longisa County Referral Hospital and several schools. Additionally, as a member of the Lake Region Economic Bloc (LREB) Water and Environment CECs Caucus.
Her academic credentials include a Bachelor of Education from African Nazarene University, complemented by her teaching certification from Kaimosi Teachers College.
Other training includes Kenya School of Government programme Senior Leadership Development (SLDP) in 2024 and the Senior Management Course (SMC) in 2023.
